To help stop spam, I've decided to add this sticky. Below there is a list of the websites and containing the links to them. It is up to you whenever you want to make a website based on HTML, pHp, etc. and/or forums based on any type of what you want, IPB, for instance. Remember that all of them are not BEST, they are not strongly recommendations, they are the websites that is for you to work on and if you dislike that hosting, you may come back here and look for other hosting.

No, they did not change it. There are free forum hosting similar to IPB, but IPB have more options than they have and also they released 3.0, with many amazing features, etc.
